Under Florida law, how many business days can a workers compensation attorney hold settlement funds in escrow before disbursing to his/her client?

What, if anything, can be done if a law firm that violates the aforementioned by holding settlement funds in escrow for longer than 10 days?

The excuse being given is that a second signature is required for the check and as soon as the check is properly signed, it will be given to the claimant.
