How long does it take to get a rating from the appeals board of California. And is this where my settlement ends and I get paid out.

The DEU/Disability Evaluation Unit rates the PTP?POME/AME reqports pretty quick... ratings can be done that day in fact.
There is no guarantee you will be paid out by lump sum on the remaining benefits due.
That is a negotiated settlemetn between the parties.

Once the rating is accpeted by you and ER/IC, your weekly indemnity benefits will begin.

Do I still need to see the workers comp doctor after i saw the que for my evalutation or just sit and wait?

You see your PTP for any medically necessary treatment.
The PQME is there to opine on any disputed medical isssue...
