What are you looking for a third opinion on?
Your Dr recommends treatment plan, when the carrier disputes that...they are entitled to an opinion by a Dr of thier choice.
Doesn't matter who the Dr is...your treating physician...or the IC's IME Dr...all Dr's are paid for by the carrier.

You are of course entitled to an opinion by a Dr of your choice, at your own expense to support your claim. The carrie is not required to pay for "doctor shopping".
