SSA is federal, and SSDI converts to normal retirement when the beneficiary reaches "full retirement age"... that may be 65 or 65+ months depending on month/year of birth.

SSDI offsets are no longer applicable (to SSA rules) at full retirement.

Heres what I have learned about ACE:

The term "average current earnings" is the largest of either: the average monthly wage for the purpose of calculating Social Security benefits, the average total wages on a monthly basis for five consecutive calendar years after 1950 for which the wages and self-employment income were at the highest level, or one-twelfth of the total wages and self-employment income for the calendar year in which the beneficiary had the highest wages and income during the period of time consisting of the calendar year in which the beneficiary became disabled and the five years preceding that year

Also you can find a thread on this here at the forum go 2 : http://www.workerscompensationinsura...Ace-Determined
