There shouldn't be any confusion with a normal claim -You get hurt, the employer files a claim, the carrier will accept or deny the claim then you get paid, somethings missing in this story.
From what you're posting, you haven't even filed a claim yet - I have no idea of how they're offering a settlement on a claim that's not even open.
What you're saying makes zero sense.
You need an attorney - period.
