    You don't file a complaint, you appeal the denial.
    At this point you need the assistance of an attorney, this stuff is over your head.
    For the cost of an attorney, you'll be money ahead plus save your sanity.

    They can legitimately stop your checks if you have returned to work, or been offered work within your restrictions from the authorized treating doctor that you turned down. They can legitimately stop them if they file and win a "Form 24" petition. If neither of those things have happened, you need to discuss your situation with a qualified workers' compensation lawyer.
