I have been out of the WC system now for 4 years and suddenly they want me to do a vocational assessment? I haven't made any claims not have I received any payment from them in years. Is this a new thing?

That's true depending on who's doing the assessment.
Many times these assessments are done by a puppet of the carrier to reduce the value of your claim.
